There are around 437 hotels around Guangzhou city where Canton Fair is held. Most of the budget hotels may be fully booked. You may need to check the hotels through websites whether the accomodation is available or not.

You can find Cheap budget hotels in the Guangzhou city here

Basically, it is difficult to find too many choices in the period of Canton Fair. . Some of them seem rising rate, anyway, if you feel fine you may like it.
I found a site offering prices quite reasonable. Try

This one I know it, my mother had been there once.
The Phoenix City Hotel
And it offer free upgrading to Deluxe Room with only US$88up. That fantastic. You should make a exception for the luxury rule.

It’s notorious that many star-level hotels in Guangzhou will raise their room rates as much as 3-5 times as the original prices during the Canton Fair. But as far as I know, there are still some budget hotels that were not known to the Canton Fair visitors. They seldom got fully booked even with the price below US$30 per night during the Fair. Of course, you will find some disadvantages living in these hotels, maybe for the lack of English-speaking staff, or it’s far from the downtown, and some of them are illegally to accept foreigners (but they dare to accept foreigners in the risk of being fined). But generally I think most of them are acceptable in terms of their room conditions. You may go to this linkage and select the budget hotels according to your preference:

Actually, your ONLY choice will probably be a luxury hotel, because most budget hotels are booked the entire duration of the fair. I remember when I was backpacking through GZ during the fair, I spent two hours walking around with my pack before I found accomodations. Even all the youth hostels were booked, so my choices were either a RMB 1000/night luxury hotel, or a RMB 20/night flophouse (illegal for foreigners) made out of cardboard walls in the absolute most horrid condition. I chose the latter, of course, because it's all I could afford. After that week, I promised myself I would never return to GZ again during the fair. Pure madness.
Sincerely,
Tom Carter

The exhibition days are the peak season for the hotels in the area and surely they do not give any discounts & because of the heavy booking the places are limited.
You can contact these places ,
