Between the two, they are equally good but on two different locations, so it depends on what your activities would be in Jakarta. Mariott is right in the heart of CBD, whereas Mulia is right in the Senayan area.
If you are looking for luxurios hotels, please consider the following as well:
- Ritz Carlton (opposite Mariott)
- Four Seasons
- Grand Hyatt
They are very popular among the expats.

It depends where you want to stay , in the suburbs or central city
Firstly compare the options you have described with these to make sure you have the best luxury - look for 5 stars and the highest priced rooms :

The new Ritz-Carlton in Sudirman Central Business District (SCBD) is now open. It’s one of the most luxurious in Jakarta. SCBD has easy access to the golden triangle: Sudirman/MH Thamrin, Gatot Subroto as well as Casablanca/Kuningan.
Other luxurious hotels include: JW Marriott (Kuningan & Sudirman), Hotel Mulia (Senayan), Four Seasons (Kuningan), Dharmawangsa Hotel (Dharmawangsa - South Jakarta, minimalist hotel).

Jw Mariott is newer than Mulia, I prefer Jw Mariott personally. The lobby in Mulia is very big though. Anyways, it depends what you are looking for. Hmm..Grand Hyatt is another luxury hotel in Jakarta and location-wise it is good.

Between JW Mariott or Mulia, I would say Mulia is more grandeur. But maybe it;s up to personal taste. Roughly they are about the same market segment.
One that I know is slightly beyond their level is Ritz Carlton at Pacific Place. This one is even up market that the Ritz at Mega Kuningan.
