Your idea of non- continuing one way flights and dropping off vehicles at a diifernent location from where you picked them up is going to get extremely expensive. My personal solution to your dilema is to fly round trip to chicago on united rent a vehicle and drive to sandusky, boston NYC, DC leave the vehicle in longterm parking and fly a multi leg trip to orlando , houston and then back to DC on delta Drive from DC back to Chicago then return home it's still going to cost a lot but by doing it this way you will save a lot of money.
