What’s the best way to search for quality, low-cost medical care outside of the USA?

There are dozens of agencies that provide all-inclusive medical tourisim packages to Asia and South America, and I’m sure they’re great for people who like to go about it that way. However, I’m interested in saving money by using my frequent flyer miles, searching for cheap accomodations, staying with friends, etc. Does anyone know how I might best look for good doctors and hospitals overseas, minus the luxury hotels, first class flights, etc? Specifically, I need some testing procedures done, like a bone scan and and MRI, which would cost me, even with my insurance, well over $3000 out-of-pocket in this country. If I’m going to run up that kind of debt, I want a full-on adventure out of it. Maybe you can help? Thanks!

Why do people travel to other countries just to stay in luxury hotels?

Seriously. If you want to experience another culture, then why stay in a 5 star resort that’s more American or British than anything else? If I wanted the Hilton with a prepackaged exotic meal I could just stay in America. Why doesn’t anyone ever just backpack across Europe or Asia anymore? Why doesn’t anyone go off the beaten path? And speaking of such, aren’t there programs where students or people can swap families for a month or so like they used to have?
