Hostel or pensiones in Puerto Vallarta?

I’m looking for cheap lodging (but clean and safe… just not luxury or up to “American” tourist/hotel standards) in a hostel or pension for a 4-7 days in Vallarta. I’d prefer something near where I can catch a water taxi to Los Arcos for snorkeling or to Yelapa for day trip(s). Would this hostel have to be near the marina (north of the airport) or do water taxis leave from south of the Malecon also (so I could stay in the older, less-expensive part of PV)?
